Joseph Erwin Tolarba serves as the Founder and Chief Executive Officer of Apex Global Partners, an international company that brings a wide array of business healthcare solutions which include international healthcare recruitment, nursing education consultation, Telehealth and travel companion service.
He is a tenacious advocate for implementing the Advanced Practice Nursing role globally, particularly in developing countries with rampant health care inequities, suboptimal social determinants of health, and physician-centric healthcare delivery systems. He has given extensive lectures and presentations nationally and internationally on the APN role and provided consultation to regulatory bodies in various countries. He is also a 2019-2020 US Fulbright Scholar and spent 7 months conducting a national research at the Kingdom of Jordan.
Dr. Tolarba held leadership roles as Director of Global Standards at CGFNS International Inc., Director of Nursing at Tufts Medical Center in Boston, MA and Patient Services Manager at Yale New Haven Hospital, New Haven, CT. He is an inaugural graduate of the Doctor of Nursing Practice (DNP) at Yale University in New Haven, CT and presently on his dissertation writing to obtain his second doctorate with specialization in Nursing Education at Teachers College Columbia University in New York. He is a Board Certified Global Nurse Consultant (CGNC) and an inducted Fellow of American College of Healthcare Executives (FACHE).
